Charlie Rex Charlie Rex

Charlie joined the Royal Australian Navy in 1964. After serving in a variety of postings and roles which included commissions as a Naval pilot, as an instructor at the RAN Tactical School and commanding HMAS LAUNCESTON, in the mid 1980's, he moved into the area of personnel management followed by planning and management of business systems and information technology. Following a posting to sea as the Executive Officer of HMAS SUCCESS, in 1990 Charlie was posted as the Director of [Administrative] Information Systems - Navy. In 1992, Charlie took command of the shore training establishment HMAS PENGUIN in Sydney and at the completion of that posting in June 1993, he returned to Canberra on sabbatical at the Joint Services Staff College where he gained a Graduate Diploma in Strategic Studies. Charlie retired from the RAN in 1995.

As a senior associate, Charlie has provided a review of business systems and procedures and assessment of Thomsett INTERNATIONAL's approach to project management. In 1995, Charlie undertook a long-term management consultancy to the $400 million National Rail TEMP Project.  In 1997, Charlie provided a 5 month, full time "hands on" mentoring programme to executives and project managers working on complex policy and administrative projects within the Victorian WorkCover Authority. During that time he developed a set of Project Management Procedures for the VWA. He has also developed project management procedures for PRAXA, PMP Communications; the Australian Quarantine and Inspection Service and Monash University; and reviewed and provided consultative services regarding modernisation of project management procedures for a number of other companies including AXA Australia; Melbourne Water; Telstra; The Central Bank of Kuwait; Tattersall's Gaming; Pearl Assurance, UK; Deutsche Bank; the Commonwealth Bank of Australia; The Australian Computer Society; WESTPAC; Advantra; The Hiser Group, OfficeWorks; The Department of Parliamentary Reporting Services; Melbourne University; Shell Australia; iSecure; Colonial First State Investment; National Foods and Virgin Blue.

His latest assignments include workshop presentations and project management consultations for the Northern Territory Government; The Department of Immigration and Multicultural and Indigenous Affairs; International SOS, Singapore; The Snowy Hydro Corporation and NEMMCO.

Charlie regularly presents project management seminars in the public forum around Australia throughout the year and is an occasional guest lecturer on project management at Deakin University.
